Dear Sir/Madam

As a citizen of your country, I am contacting you to raise concerns about further scheduled demolitions and removals at the Tibetan Buddhist site of Larung Gar, located in Sertar County in China’s Sichuan Province.

The population of Larung Gar is due to be cut in half, from 10,000 to 5,000 residents, by October 2017 under an order issued in June 2016 by the authorities in Sertar County on behalf of China’s central government. The plan also requires that quarters belonging to residents that have been removed should be demolished and threatens punishments if the plan falls behind schedule, including further, punitive removals of residents and even the demolition of Larung Gar in its entirety. The order also requires the leadership of Larung Gar to accept joint management with Chinese Communist Party officials, who would form the majority of the monastery’s leadership. The order by the Sertar County authorities was issued without consultation with the leadership or residents of Larung Gar, who were given no reason for the plan prior to the first round of demolitions taking place.

These measures represent significant state intrusion by the Chinese authorities into Tibet’s religious affairs. They compound the existing restrictions on monasteries and Tibet’s monks and nuns, and are a severe attack on Tibet’s distinct religion and culture, which is being systematically eradicated by the Chinese authorities. The last round of demolitions and removals, carried out in Spring 2017, caused great distress to residents of Larung Gar and the wider Tibetan public.

Please contact the Chinese government through all available channels to urge them to immediately halt all further demolitions and removals at Larung Gar. Please also ask them to put an end to state intrusion in the administration and maintenance of Larung Gar and other religious institutions across Tibet, in accordance with China’s obligations under the Chinese Constitution and as a signatory to the International Covenant on Civil and Political Rights.
