UK Policy Recommendations
Free Tibet hopes that this government will do more than the previous government to bring about real human rights improvements in Tibet. The new government should adopt a more robust and results-oriented approach to improve the dire human rights situation in Tibet.
· Utilise the UK Human Rights Dialogue
The UK-China human right dialogues should be measured against an agreed set of specific, measurable benchmarks with timeframes to monitor progress, and the focus of the UK-China human rights dialogues should remain consistent.
· Consult human rights organisations Human rights organisations and organisations with a mandate to monitor the situation inside Tibet should be consulted in the identification and monitoring of agreed benchmarks.
· Publically raise the human rights issue
Any public statements on human rights violations in Tibet should be made in public in China and not just in the UK to satisfy the UK domestic audience. Statements of concern should not be limited to raising individual cases but should also focus on thematic rights violations and structural causes of human rights violations.
Other recommendations
- Establish desk officer in its Beijing embassy with the specific mandate to focus on Tibet
- Appoint a UK representative for Tibet along the line of the US Special Coordinator for Tibet. The UK government has similar posts for other regions such as Sudan. A key component of the role would be promoting dialogue between the Dalai Lama ‘s representatives and the Chinese government.
- Include measurable, achievable and time- bound benchmarks in its human rights approach with China.
- Promote among EU member states the establishment of an EU Special Representative on Tibet.
- Hold China to account on the failing of the Sino-Tibetan dialogue and work with EU partners to create a road map to create a political resolution.
